Recent Congressionally Directed Spending Received by SCDOT
In each year’s Consolidated Appropriations Act, congressional members may direct funding to specific projects. These projects are pursued by the entities receiving the funds or the congressional member himself or herself, not SCDOT, despite SCDOT being the holder of the funds once appropriated. In recent years, entities receiving the money have the fiscal year in which they learn of the appropriation, plus three additional fiscal years, to obligate the funds. If funds are not obligated in time, they lapse.
