The South Carolina Strategic Highway Safety Plan (SHSP) is the state’s comprehensive roadmap for reducing traffic fatalities and serious injuries on all public roads.
Led by the South Carolina Department of Transportation (SCDOT) and the South Carolina Department of Public Safety (SCDPS), the 2025–2029 SHSP brings together transportation, law enforcement, public health, local governments, federal partners, and safety advocates with one shared goal: saving lives on South Carolina’s roadways.
The SHSP identifies statewide safety priorities based on detailed crash data analysis and input from safety partners across the state. Proven strategies and countermeasures are identified to address the most pressing safety challenges across the state.
The plan is built around the Federal Highway Administration’s “4 Es” of highway safety:
The SHSP covers a five-year period and is evaluated every two years to ensure it adapts to changing trends, data, and resources.
Reducing crashes takes more than infrastructure and enforcement — it takes people. That’s why South Carolina’s safety efforts also focus on influencing driver behavior.
In the months ahead, we’ll introduce Be That Driver, a statewide safety campaign designed to educate and encourage personal responsibility behind the wheel and help reduce crashes and fatalities across South Carolina.
