Special Notice to all Contractors:
Only electronic bids will be accepted for highway construction lettings. Contractors wishing to submit an electronic bid should use the BidExpress web site (http://www.bidx.com). In order to submit an electronic bid through BidExpress, contractors must have a digital ID obtained using their SCDOT vendor ID number. If you have questions or need help with the electronic bidding process, you may call the Contract Administration Office at (803) 737-7469.
On January 14, 2026 the SCDOT is migrating from AASHTOWare Project Bids™ to Enhanced Bidding on the Bid Express® service at Bidx.com. The following link will take you to the Contractor Guides for submitting bids on Bidx. Customer Support is available to assist by phone at 888-352-BIDX (2439) or email at customer.support@bidx.com.
Unless otherwise noted, Bid Forms and proposals for the projects listed below will be available on the Bid Express web site four weeks before the letting. Hardcopy plans and proposals will be available upon request from the Engineering Publications Office. The Engineering Publications Office is located in room G23 in the SCDOT Headquarters building in Columbia.
Orders can be submitted by phone at (803) 737-4533 or by email to PlanStorage@scdot.org.
Material must be paid for before they can be shipped. Cash, check, money order, and Visa/Mastercard accepted. No refunds available. Checks and money orders shall be made payable to: SCDOT

Have you been to the Construction Extranet?
The Construction Extranet is a bulletin board/forum where Contractors and Subcontractors can obtain plans or proposals. The Contractor discussion board allows requests or quotes on projects in the upcoming letting. The Construction Extranet is located under Construction Lettings on the Doing Business with SCDOT page. You will first have to request and obtain a User ID and password to enter. Just follow the easy directions, and click the button to e-mail your request. This is a free site offered by the SCDOT.
