SCDOT is preparing to launch EPPS Next,
a new online system for encroachment permitting, on July 13, 2026.

EPPS Next is a modernization effort designed to improve the applicant experience by providing a more transparent process and better visibility into permit status. The new system will make it easier to submit, track, and manage permits. Permit requirements are not changing.

ATTENTION

SCDOT is currently in the Pilot Phase for EPPS Next. Until the July 13, 2026 go-live date, only Utility permits will be accepted in the current system, EPPS Classic. All other permit applications must be submitted through EPPS Next.

Planned EPPS Blackout Period: July 8–12

SCDOT Encroachment Permits will enter a planned blackout period from July 8 through July 12 to allow for the migration of permit data from EPPS Classic to EPPS Next. During this time, no new permit applications will be accepted through either system, and users will not have access to current permits. This temporary outage is necessary so that, when EPPS Next goes live on July 13, users will be able to access both current and past permits in the new system.

What Is An Encroachment Permit?

The application for an Encroachment Permit is a request to the South Carolina Department of Transportation (SCDOT) for permission to perform work (encroach) within SCDOT maintained Rights-Of-Way. An approved permit grants the customer encroachment permission according to the guidelines established within the permit.

There are no fees associated with an SCDOT Encroachment Permit nor for access to SCDOT's Encroachment Permit Processing System (EPPS).

How is an encroachment permit obtained?
