SCDOT Requests Public Comment on the Proposed 2026 Vehicular Road Safety Assessment and Vulnerable Road User Safety Assessment Projects
Columbia, S.C. (April 9, 2026) – The South Carolina Department of Transportation seeks public comment on the action to amend the Statewide Transportation Improvement Program to include the proposed 2026 Vehicular and Vulnerable Road User (VRU) Road Safety Assessment (RSA) project lists.
Vehicular RSA Projects
- US 52 (mile 15.00 to 16.20) and US 17A (mile 17.00-18.00) from north of Gaillard Road to near Dock Road in Berkeley County
- SC 291 (North Pleasantburg Drive) from near Keith Drive to near Edwards Road (mile 5.80 to 8.00) in Greenville County
- US 29 (Wade Hampton Boulevard) from Watson Road to Morningside Avenue (mile 12.00 to 16.00) in Greenville County
- US 501 (Church Street) from near El Bethel Road to US 701 (mile 16.40 to 19.50) in Horry County
- US 21 (Chestnut Street) from Ashley Street to US 178 (mile 24.00 to 25.30) in Orangeburg County
Vulnerable Road User RSA Projects
- S-46 (Heriot Street) from US 78 (King Street Extension) to Calhoun Street (mile 0.00 to 2.60) in Charleston County
- US 29 (South Granard Street/Cherokee Avenue) from near Hyatt Street to near River Drive (mile 8.80 to 12.00) in Cherokee County
- US 123 (Easley Bridge Road) from Harris Avenue to Oneal Street (mile 2.60 to 4.90) in Greenville County
- US 76 (Devine Street/Garners Ferry Road) from east of Beltline Boulevard to Colonial Villa Drive (mile 24.20 to 27.60) in Richland County

The South Carolina Department of Transportation proposes these projects to reduce the frequency and severity of crashes along the identified corridors. The recommended locations for the 2026 Road Safety Assessment (RSA) lists were selected using statewide crash data.
The RSA lists were ranked using a combination of crash data and injury severity for vehicular crashes as well as vulnerable road user (VRU) crashes. Vulnerable road users are non-motorists, such as pedestrians and bicyclists, who can face higher risks on roadways. These projects will identify opportunities to enhance safety for all road users regardless of designated RSA list. All proposed locations are evaluated by a multidisciplinary team for potential roadway safety improvements.
Preliminary engineering, right of way, and construction work for projects on both lists will be funded by the federal Highway Safety Improvement Program. The total anticipated cost for the vehicular RSA projects listed above is $38 million. The total anticipated cost for VRU RSA projects listed above is $35 million.
