SCDOT Requests Public Comment on the Inclusion of Enhanced Mobility Projects in the 2024-2033 Statewide Transportation Improvement Program

Columbia, S.C. (August 28, 2025) - The South Carolina Department of Transportation seeks public comment on the action to amend the 2024-2033 Statewide Transportation Improvement Program (STIP) to include transit programs and projects receiving federal funds to enhance mobility for seniors and individuals with disabilities.

Title 49 U.S. Code of Regulations Section 5310 authorizes the Enhanced Mobility of Seniors and Individuals with Disabilities Program and provides formula funding to states to assist in improving transit mobility options for seniors and individuals with disabilities. SCDOT suballocates funds to eligible applicants, providing the 85 percent federal share for expenses associated with purchase of ADA-compliant vehicles, and the 80 percent federal share for administration of regional Mobility Management or Purchase of Service programs.

The SCDOT Office of Public Transit issued a statewide call for projects in July 2025. The SCDOT Commission reviewed the list of project applicants on August 22, 2025. Project applications are reviewed locally by South Carolina Councils of Governments and prioritized for award and inclusion in the STIP.
