Columbia, S.C. (September 18, 2025) - The N.C. Department of Transportation and the S.C. Department of Transportation will hold two pre-hearing open houses and corridor public hearings for the proposed Carolina Bays Parkway Extension project. The same information will be presented at both meetings and will be streamed live (see below).
NCDOT and SCDOT are proposing to extend Carolina Bays Parkway (S.C. 31) from its current location at S.C. 9 in Horry County, S.C., across the North Carolina state line to U.S. 17 in Brunswick County near Shallotte. The proposed improvement is a multi-lane full access freeway partially on a new location. The primary purpose of the project is to improve transportation in the area by enhancing mobility and connectivity for traffic moving in and through the project area.

The opportunity to provide verbal comments and/or submit written comments and questions will be provided. The public may attend at any time during the above hours.
