The South Carolina Department of Transportation seeks public comment on the action to amend the Statewide Transportation Improvement Program to include the construction phase of work for the proposed I-77 interchange and connecting roads project. SCDOT will receive public comment for a 21-day period from December 8, 2023 through December 29, 2023 .
The South Carolina Department of Transportation proposes to construct a new interchange on I-77 to be the future Exit 26 in Richland County. The proposed project will include a new connector road from Exit 26 to a new relocation of US 21 to create a grade separated crossing for a new Norfolk Southern spur line. The spur line will include a new railroad bridge over I-77, widening of Northbound I-77, and improvements along Community Road. The cost of the construction phase of the project is anticipated to be $187.5 million.
The purpose of this project is to serve the projected transportation demands from a rapidly growing population in and around Blythewood, as well as the development of a new Scout Motors Manufacturing site in this area. The new interchange and adjacent roadwork will improve traffic operations in the area. This will include reducing current and future congestion at Blythewood Road and the neighboring US 21.
