Transportation Planning in South Carolina

The federal transportation planning process is a cooperative effort between SCDOT, Metropolitan Planning Organizations (MPO), Council Of Governments (COG), and transit providers. The planning process provides the framework for establishing transportation goals, identifying future priorities, and involving the public in the development of transportation plans and programs. Statewide Multimodal Transportation Plan
The SCDOT Commission adopted the current Statewide Multimodal Transportation Plan in 2001 as a policy and funding needs document. The Planning Office is currently updating the Plan to provide coordination of three primary transportation elements:

Statewide Corridor Plan
The Statewide Corridor Plan will strategically focus on corridors of multi-regional and statewide significance.  Corridors will be evaluated based on a multimodal assessment of current needs and future opportunities for expanded efficiencies. The Statewide Corridor Plan will establish a formal an on-going planning process to identify and prioritize project specific needs.

Statewide Mass Transit Plan
The Statewide Mass Transit Plan will provide a vision for carrying mass transit forward into the next twenty years to assist decision makers in formulating plans for meeting the mobility needs of South Carolinians who rely on mass transit. The vision will incorporate all modes of public transportation across the state, including intercity bus, light rail, commuter rail, and intercity high-speed passenger rail into a seamless transportation system.

Statewide Railroad Right-of-Way Preservation Plan
The Statewide Railroad Right-of-Way Preservation Plan will enable the South Carolina Department of Transportation to preserve railroad rights-of-way for future transportation use.

Traffic projections
Projections are generated from travel demand models that calculate average annual daily traffic. Inputs to the models include such items as population, employment, retail sales, school enrollment and dwelling units to calculate future traffic volumes and travel patterns. In addition, traffic projections are developed using linear growth rates based on historical traffic volumes.
