Transit Planning

The Office of Planning’s transit planning section works with SCDOT’s Mass Transit Division and other modal sections to ensure that the state’s multimodal transportation objectives are addressed. This section also provides planning program and project development assistance and outreach to South Carolina’s regional planning agencies (councils of government), metropolitan planning organizations (MPOs) and transit providers in implementing localized public transportation services.

The transit planning section coordinates transit and passenger rail planning activities and initiatives that support statewide, regional and local multimodal transportation goals, including human services transportation coordination.  To support short and long-range planning activities, staff collects, analyzes and reports on transit data from across the state.  Integrating public transit into the state’s overall transportation infrastructure is an important overarching responsibility of this section.

Key staff members include Doug Frate, Chief Transit Planner, and two transit planners, Jim Frierson and David Burgess.  Direct line telephone numbers and planning areas of responsibility for the staff are:

Doug Frate, 803-737-1436
Jim Frierson, 803-737-3601

  • Appalachian Region
  • Central Midlands Region
  • Lowcountry Region
  • Lower Savannah Region
  • Upper Savannah Region

David Burgess, 803-737-0625

  • Catawba Region
  • Pee Dee Region
