The State Program is a statewide program administered by SCDOT and supported by state funds. Projects identified in this program are categorized as follows:

- Extraordinary Maintenance
- Pavement Improvement/Preservation
- Maintenance Support Activities
- Bridge Maintenance/Replacement
- Maintenance Equipment Replacement
- Rest Area and Welcome Center Maintenance
