Initiatives for the
Every Day Counts Action Program

On Monday March 28, 2011, the South Carolina Department of Transportation (SCDOT), in partnership with the Federal Highway Administration (FHWA), submitted ten initiatives which the agency intends to pursue as part of FHWA’s Every Day Counts program. Every Day Counts is a new program that " …. is designed to identify and deploy innovation aimed at shortening project delivery, enhancing the safety of our roadways, and protecting the environment."

The ten Every Day Counts initiatives SCDOT will pursue are designed to: increase the use of new asphalt and signal control technologies, improve roadway pavement edge safety, reduce the time required for bridge construction, provide greater flexibility in utility relocations and right of way acquisitions, improve planning and environmental linkages, clarify the scope of preliminary design and expand the use of programmatic agreements for more efficient project delivery, and increase the use of design build projects.

"Initiatives that improve the safety and condition of our system, and expedite our delivery of those improvements are paramount"

- SCDOT Secretary Robert J. St Onge

"Given the current economic funding situation, State DOTs across the country are looking for ways to deliver transportation projects more efficiently. Through the Every Day Counts Initiative, we look forward to working with the SCDOT to implement these new innovations."

- Robert L. Lee, Division Administrator for FHWA
