SCDOT State Management Plan

The State Management Plan (SMP) is a document that describes the state’s policies and procedures for administering the state-managed portions of the Federal Transit Administration (FTA) Sections 5310, 5311, 5316 and 5317 programs.
This State Management Plan incorporates updated guidance regarding:
- Elderly Individuals and Individuals with Disabilities Program (Section 5310)
- Formula Grants for Other than Urbanized Areas Program (Section 5311)
- Job Access and Reverse Commute (Section 5316)
- New Freedom Program (Section 5317)

Approved by the FTA Region IV office, the SCDOT SMP (December 2007) remains valid until such time there are significant programmatic updates by either the FTA or SCDOT. Changes or additions to this SMP will be issued through “page changes” that can be incorporated into the SMP. Opportunity for comment will occur when significant revisions to the SMP are proposed.
