Permits

SCDOT has been designated as a large municipal separate storm sewer system (MS4) and has been issued a National Pollutant Discharge Elimination System (NPDES) MS4 permit # SCS 040001 by South Carolina Department of Health and Environmental Concern (SCDHEC). This permit grants permission to discharge storm water to all receiving waters in the state of South Carolina in accordance with the permit requirements.

SCDOT is required to obtain NPDES permit coverage for construction projects that fall under the Construction General Permit (CGP) SCR 100000. The CGP regulates storm water runoff from any SCDOT construction project site.

As required, SCDOT county maintenance facilities are permitted through the NPDES Industrial Permit SCR 000000. This permit is for the regulation of storm water discharges associated with industrial activity.
