The "Rights of Way Acquisition, Relocation and Appraisal Manuals" were developed to provide SCDOT and consultant personnel uniform practices when conducting acquisitions, relocation assistance, and appraisal services for road improvement projects. In addition to the guidelines listed within these manuals, SCDOT and consultant personnel must adhere to federal rules and regulations on projects that are federally funded, in whole or in part.
The "Rights of Way Property Management Manual" provides practices by which SCDOT Property Management office manages the department's surplus property.
The "SCDOT Highways and You" brochure is provided to landowners, businesses and tenants displaced for highway purposes in the public interest. This brochure provides general information about public hearings, right of way acquisitions, and relocation assistance.
The "SCDOT Approved Right of Way Acquisition Firm Listing" identifies firms who have met the qualifications to perform right of way acquisitions for the SCDOT. SCDOT advertises opportunities for this type of professional service in the Budget and Control Board's South Carolina Business Opportunities (SCBO) Publication.
The "SCDOT Approved Right of Way Appraisal Services Firm Listing" and the "SCDOT Approved Right of Way Appraisal Review Services Firm Listing" identifies firms who have met the qualifications to perform appraisal and/or appraisal review services for the SCDOT.

The Right of Way Office must provide a Right of Way Certificate to FHWA (Federal Highway Administration) verifying that all necessary rights of way have been acquired and the project is ready for construction. Certification is done prior to a project being let for construction. Should a conditional right of way certification be submitted, a clear certificate shall be issued upon the completion of the acquisition and/or relocation as reflected within the conditional certificate and submitted to FHWA. This procedure is required for all right of way projects utilizing state and/or federal funds to include present right of way, Local Public Agency (LPA) Projects, etc.
