Environmental Reference Guide

The purpose of this document is to provide general information about environmental laws and regulations that pertain to project development at the South Carolina Department of Transportation. It is intended to serve as a technical resource for the environmental review and permitting process as required by the National Environmental Policy Act (NEPA). In addition to technical guidance, this document provides background information on environmental laws and interagency agreements. Understanding a laws history and intent may aid the user in properly interpreting its application. The document also lists resources for further information and assistance in complying with the technical requirements. One such resource for in-depth guidance on a variety of environmental topics related to transportation is the American Association of State Highway and Transportation Officials (AASHTO) Center for Environmental Excellence web site.
