The SCDOT deputy secretary for engineering sets engineering policy and direction, which requires compliance by the appropriate engineering divisions and all other providers of service to the Engineering Division, such as consultants and contractors. The deputy secretary for engineering issues engineering directive memorandums containing the procedures for carrying out engineering policy. Engineering directive memorandums are reviewed annually.
